Skyrim was in a peaceful period, the Civil War had just ended, Alduin's plan had been rooted out, most were excited to finally be able to live free under Ulfric's new rule, and the newfound political stability. Until, one day, fair Elisif of Solitude got kidnapped! Late in the night, a warrior came to the Blue Palace and marched their way in, destroying all in their path and taking the Jarl while they left, all those who saw this person, did not survive to tell the tale. It has caused huge amounts of outrage and panic in the city of Solitude over who did this, and how they would be brought to Justice.
There were rumors starting to go that the Stormcloaks did this to try and intimidate any who disagreed with them! Despite this idea having little basis, the government wanted to show those how wrong they were. They assembled some of the best Guards in Skyrim to help crack this case, and return the fair women back to her throne in Solitude. Evidence that is known is that, whoever did this, used a good sword judging by the cut techniques, a basic blade wouldn't be able to do such things.
